    Abstract

    This paper introduces the foundations of quantum computing, explains why entanglement cannot transmit information on its own, and follows the engineering path toward fault-tolerant systems. It then connects quantum networks, post-quantum cryptography, simulation, optimization, and machine learning to the institutions and standards that determine whether scientific capability becomes socially useful.
